Today, the European Commission positively assessed Finlands third payment request of €244.9 million in grants under the Recovery and Resilience Facility, the centrepiece of NextGenerationEU. 

Following its assessment of the payment request, the Commission found that Finland has satisfactorily completed 16 milestones and 6 targets set out in the Council Implementing Decision for the third instalment.

The reforms and investments tied to this payment request will drive positive change for citizens and businesses in Finland, notably in the areas of nature conservation, innovation and education. 

Flagship measures include:  

  • The amendment of the Nature Conservation Act to better protect biodiversity and ecosystems;
  • a forecast model to predict labour and skills needs;
  • further steps in social welfare and health care reform;
  • investments in new energy technologies;
  • the development of nature-based solutions for recycling of materials;
  • research and development projects to support the green transition, enabling acceleration of key sectors and strengthening competitiveness.

Next steps

Finland submitted its third payment request on 30 September 2025. The Commission concluded that Finland met the milestones and targets needed for this payment and shared its preliminary assessment with the Economic and Financial Committee (EFC).

The EFC now has four weeks to deliver its opinion. The payment to Finland can take place following the EFCs positive opinion and the adoption of a payment decision by the Commission.

Background

The Finnish recovery and resilience plan includes a wide range of investment and reform measures. The plan will be financed by €1.95 billion in grants.

This payment request will bring the funds paid out to Finland under the RRF to €1.12 billion (including the €271 million in pre-financing, received in October 2021, and €25 million pre-payment under REPowerEU, received in December 2023). This amount corresponds to 57.5% of all funds in the Finnish plan, with 55% of all milestones and targets in the plan fulfilled.
