Commission invites contributions to shape future EU Quantum Act 

Quantum technologies are set to power the next wave of innovation, and the European Commission wants Europe to be at the forefront. A call for evidence is now open to shape the future EU Quantum Act

The Act is scheduled for adoption in 2026 and has three main objectives for this critical and dual-use technology: first, to boost research and innovation; second, to scale up industrial capacity, including pilot lines and a design facility; and third, to reinforce supply chain resilience and governance.

It will build on the Quantum Europe Strategy and complement the Chips Act, EuroHPC Joint Undertaking and IRIS².

Member State authorities, EU agencies, EuroHPC/EuroQCI infrastructure operators, industry, including small and medium-sized enterprises, start-ups, research organisations and universities, as well as standardisation bodies, and cybersecurity, defence and quantum experts are invited to contribute. 

Submissions are open via ‘Have your Say until 26 November 2025.

Commission clears acquisition of 365.bank by KBC

The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of 365.bank, a.s. (‘365.bank) of Slovakia by KBC Group N.V. of Belgium, which controls KBC Bank N.V. (‘KBC).

The transaction relates primarily to the Slovak retail and corporate banking markets.

The Commission concluded that the notified transaction would not raise competition concerns, given the companies limited combined market position resulting from the proposed transaction. The notified transaction was examined under the simplified merger review procedure.

EU, Canada and China co-host the 9th Ministerial on Climate Action

Today and tomorrow, Commissioner for Climate, Net Zero and Clean Growth, Wopke Hoekstra, Canadas Minister of Environment and Climate Change, Julie Dabrusin, and Chinas Minister of Ecology and Environment, Huang Runqiu are co-convening the 9th Ministerial on Climate Action, in Toronto, Canada. The ministerial meeting, attended by ministers from G20 countries and other key Parties in the UN climate negotiations, is a major occasion to advance on international climate action.

On Friday evening, ministers will informally gather to reflect on the progress made on climate action globally as we mark the 10th anniversary of the Paris Agreement.

On Saturday, Commissioner Hoekstra will open the ministerial meeting delivering remarks, in the presence of the UNFCCC Executive Secretary and the Head of Negotiations of the COP30 Presidency. Audio coverage of his intervention will be available here at 2:00 PM CET.

Following the opening speeches, thematic sessions will focus on key political issues on the COP30 agenda, such as mobilising finance and capacity building to accelerate the transition to low-carbon economies, and implementing adaptation and mitigation actions through international cooperation.

In the margins of the event, Commissioner Hoekstra will hold bilateral meetings with Canadian Minister of Environment and Climate Change, Julie Dabrusin; and Palauan Minister of Agriculture, Fisheries, and the Environment, Steven Victor.
