Mayor Hein van der Loo has informed the city council of Almere about the next steps for the establishment of a coffee shop in Almere Buiten. Research shows that the location Evenaar 121 in Almere Buiten is the only suitable and available place for the proposed establishment of a coffee shop in this district. This is evident from a new, independent location study and legal advice that are available to everyone starting today.
The mayor informed the city council in a letter dated October 17. This also implements the motion No coffee shop next to schools, childcare, and care locations, which the council adopted on February 27, 2025. This motion requested that alternative locations in Almere Buiten be re-examined.
Results of the Location Study
The location study, in combination with legal advice and further explorations, shows that alternative locations are not feasible for various reasons. Thus, Evenaar 121 remains the only suitable and available real option for the establishment of a coffee shop in Almere Buiten. The municipality has no legal grounds to refuse the permit for this location. Delaying or halting the process could lead to significant legal and financial consequences for the municipality.
Follow-up Process and Information for Residents
Residents have been informed by letter and invited to an information evening on Tuesday, October 28, at the Cultural House Almere Buiten. During this meeting, the mayor and municipal staff will engage with residents, answer questions, and discuss the follow-up process.

I understand that there are concerns about this location. That is precisely why I find it important that the initiator, together with residents, develops a plan that minimizes risks and nuisance as much as possible. As mayor, I want to ensure that the coffee shop at this location is established in a good and careful manner, in consultation with the neighborhood.”
