The municipality will assess the application against the requirements and principles of the municipal council (May 2024). These requirements are stricter than current legal standards to minimize potential nuisance and protect birds and bats. It will also be reviewed whether agreements from the covenant with the environmental advisory council and local ownership have been properly incorporated.

Applicant  

After a public tender, Renewable Energy Factory (REF) was selected as developer early 2025. Together with the local energy cooperative Samen Energie Amersfoort (SEA, formerly known as Soesterwijkwiek), they apply for the permit as W-Isselt B.V. Through this collaboration, part of the control and revenue remains in Amersfoort, allowing residents to benefit. Environmental Covenant 

At the municipalitys request, an environmental advisory council started at the end of 2023 with residents and entrepreneurs from the neighborhood and interest groups for nature and environment. Together with the developer, they worked on agreements about project implementation, wind turbine usage, nuisance reduction, bird and bat protection, and how to handle signals and concerns from the community. 

The agreements include less noise, prevention of shadow flicker, monitoring of noise and health, an environmental fund with financial arrangements for neighbors, local ownership, sharing of revenues, communication, and a complaints desk. For nature, this includes installing a detection system for birds, shutdown provisions for bats, and an ecology fund. 

These agreements are recorded in an environmental covenant. It also includes agreements where no consensus was reached.

On overheid.nl (official announcements)(external link) it was published that the application was received by the municipality of Amersfoort.
