The introduction of paid parking and parking permits started on October 1st in the city center, some neighborhoods around the center with the most parking nuisance (Kruiskamp, part of the Vermeerkwartier, and Randenbroek), and in most shopping areas. Questions and objections from residents and entrepreneurs in these neighborhoods often concerned whether or not they were entitled to a parking permit. This was because the decision about the right to a permit and the application date for a permit were close together. There is now more time between the moment residents and entrepreneurs find out if they qualify for a parking permit and the moment of application.
