Summary of College Decisions 

Power Supply for the House of the City 

The research into the power supply of the House of the City has been completed. With the construction power that remains, only a small part of the required energy is secured. The rest must be generated independently. To make this possible, the municipality will purchase additional batteries to store the generated energy. Two generators are also needed. We will install an energy management system to minimize electricity consumption and thus the use of the generators to less than 500 hours per year (in winter on weekdays from 12-16). We choose two smaller generators to minimize environmental impacts as much as possible (e.g., plant-based fuel). We will stay within the applicable norms and regulations. These measures ensure that we can take the House of the City into use and have the added benefit that we can remain partially operational even if the power goes out for an extended period (max 72 hours). The additional costs put pressure on the available budgets for both the new construction and the operation, but do not currently make the House of the City more expensive than budgeted. 

Status of Wind on Isselt 

There have been plans for two wind turbines at the Isselt industrial area for some time. The developers are Renewable Energy Factory and the local energy cooperative Together Energy Amersfoort are collaborating in a separate BV. They have informed the municipality that the permit for two wind turbines will not be applied for in October, as previously planned. This is due to research into the safety of a company in the immediate vicinity. The developer wants to look at this carefully. They now expect to apply for the permit by February 1, 2026, at the latest. A date that has been coordinated with the environmental advisory council. This council of residents and stakeholders makes agreements with the developer about reducing noise, shadow flicker, benefiting, decision-making, compensation, protecting birds and bats, safety, and an evaluation and complaints desk.  

View (draft) Budget Amendment 2025 – 1 

The GGD region Utrecht (GGDrU) wants to make a number of changes to their budget for 2025. The municipal councils in the region can all give their own response to the proposal. The proposed changes mainly relate to increased costs for the corona vaccination campaign, the additional strengthening of infectious disease control and pandemic preparedness (VIP), the indexing of labor costs, and an increase in customization. The college proposes to the council not to make any comments, as these changes fall within the agreements made and the municipalitys budget. 

Framework Note Trapezium 

Landowners Heilijgers and NEOO want to develop the vacant Trapezium site on Piet Mondriaanlaan. 230 to 280 homes, facilities, green spaces, and places to meet will be created. The municipality must adjust the environmental plan for this. We follow fixed steps, which are outlined in the participation guide. The agreements and conditions are recorded in a framework note. This has been made after discussions with residents and stakeholders. With this project, we contribute to the ambition of building 1,000 new homes per year in Amersfoort until 2030, as much as possible within the city limits. 

Use of Administrative Consultation MIRT 2025 

The Netherlands faces a huge growth challenge. Also in Amersfoort, the demand for new residential and working areas is high. To keep the city and the region livable, the government must invest in good accessibility, sufficient energy supplies, high-quality and well-accessible landscapes and facilities, and a pleasant living environment. In the Administrative Consultations Environment (BOL) and Multi-Year Program Infrastructure Space and Transport (BO MIRT), the State, provinces, municipalities, transport regions, and water boards make agreements about this. This BO MIRT 2025 will focus on confirming the insights from the Area Research Railway Zone Amersfoort and Heuvelrug Zone, including conducting in-depth research for the Amersfoort Central and Amersfoort Schothorst stations, agreements on the A28/A1 junction Hoevelaken project, the allocation of state funds from the Housing and Mobility program (WoMo), and the status of the Spatial Note. 

Regional agreements on housing vulnerable groups and the elderly 

The Municipality of Amersfoort is working together in the region on agreements for the housing of the elderly and vulnerable groups. Municipalities in the region take joint responsibility for the housing of vulnerable people who urgently need a home, make agreements on a fair distribution of these groups, and ensure that the agreements are recorded in their own municipal policies.
