Summary of College Decisions 

Signing Support Declaration Risk Management Fund

The Risk Management Fund of Dutch Municipalities is a collective initiative by municipalities and the VNG to strengthen risk management of municipal buildings and provide an affordable and stable insurance solution. The first product the Risk Management Fund wants to offer is a property insurance for municipal real estate. To convert this initiative into the establishment of a public limited company (NV), insight is needed into the willingness of municipalities to participate. To determine the interest of municipalities, a start declaration has been drawn up. Provided enough municipalities submit this declaration to the VNG, further steps towards the actual establishment can be taken. The municipality of Amersfoort does not sign this start declaration, as this could already constitute a binding statement about participation. However, the municipality supports this initiative and therefore signs a support declaration. This will be sent to the VNG after signing.

Establishing Event Calendar and Collective Festivities 2026

The mayor has established the Event Calendar 2026. The calendar provides an overview of when which events can take place next year in the municipality of Amersfoort. The calendar is a provisional list; event organizers still need to apply for the correct permits for their event. In addition to the Event Calendar, the college of mayor and aldermen has established the dates of collective festivities in 2026, such as Kings Day, Kings Night, and Liberation Day. These days often coincide with events in the city. The college has also established the dates for market relocations in 2026. This is to provide space on certain days for large-scale events on the squares in the city center.

Cooperation Agreement Regional Council Labor Market Region Amersfoort

For the cooperation of the municipality of Amersfoort with partners in the labor market region, such as municipalities, UWV, employer and job seeker organizations, vocational education, and the Foundation Vocational Education Business, a Regional Council is formed. This replaces the Work Company labor market region Amersfoort. These partners want to work more closely together to improve services to residents and employers. With this, we aim to ensure that residents are sustainably employed or assisted and that employers can continue to meet their personnel needs.

Implementation Species Management Plan for Building-Dwelling Species

House sparrows, swifts, and bats use buildings to nest or reside. These species are not doing well. During renovations or insulation, their places often disappear unnoticed. Therefore, the municipality of Amersfoort has drawn up a Species Management Plan (SMP) for building-dwelling animals. This plan helps housing corporations, project developers, and residents to more easily and quickly take these animals into account during sustainability measures or (re)construction. The SMP contributes to accelerating the housing construction task. By carrying out work according to the SMP, disturbance or killing of birds and bats is prevented. The measures ensure careful handling of existing nesting and resting places and the realization of replacement nesting and resting places. 

Establishment of MPG Parameters 2025

The municipality of Amersfoort has previously purchased land and real estate for city development. For the land and real estate under development, various land exploitation plans have been drawn up. Through these plans, the municipality monitors the financial progress of projects. Once a year, a revision of all land exploitation plans takes place. During this revision, all costs and revenues are adjusted to the then-current price level. Additionally, the municipality estimates the expected course of costs and revenues in the coming years. In preparation for this revision, the college establishes several starting points. These parameters are the expectations for revenue and cost increases. The municipality conducted market research for this. Based on this research, the parameters for the 2026 revision have largely remained unchanged compared to the current parameters. The only change concerns the short-term increase in land costs. Following recent market developments and short-term expectations, this has been adjusted from 2.0% to 3.0%. 

Action Plan Meridiaan

Together with residents, entrepreneurs, and partners, the municipality is working on a safe and pleasant Meridiaan. In this part of the Kruiskamp-Koppel neighborhood, there has long been nuisance and insecurity. Therefore, we tackle this area step by step. We redesign the public space with more room for pedestrians and cyclists and less space for car traffic. Social functions will also be added to the shopping strip, such as a meeting space where residents can meet and organize activities together. Additionally, specialized youth work is deployed to better connect with young people and guide them. Camera surveillance will remain for the time being to maintain peace and safety. This way, we make Meridiaan a place where everyone feels welcome and safe again.

Amersfoort Chooses More Public Charging Stations and Lower Charging Rates

The municipality of Amersfoort will provide more public charging stations and lower charging rates in the coming years. The college of mayor and aldermen has decided to join MRA-Elektrisch, the regional cooperation that supports municipalities in installing charging facilities. Through this cooperation, Amersfoort can place charging stations faster, use specialized knowledge, and participate in a joint tender with more favorable rates for users.

The first new concession charging stations are expected in summer 2026 and will offer a lower charging rate than the current stations. These existing charging stations will remain available for use. Additionally, we focus on smart charging to reduce the load on the electricity grid. With this decision, Amersfoort takes an important step towards fossil-free mobility. 

Board Letter Interim Audit 2025

In anticipation of the annual accounts, the accountant performs an interim audit. During this audit, the accountant assesses the administrative organization of financial administrative processes and the associated IT environment. PwC notes in its report that the current quality of internal control is sufficient to produce reliable annual accounts and legality accountability. The board letter is the report of this interim audit and contains findings and recommendations. We recognize the findings. These largely correspond with our own view.

Quality Monitor Roads 2025

The quality of roads and paths must meet the established Amersfoort standard, laid down in the Integral Management Plan Public Space 2022-2031. Recent inspections (conducted in 2024 and 2025) show that the majority (83%) of all pavements meet the standard (at least 80%). By working systematically and annually going through the management process, we maintain control over quality, know what is needed in the city, and what it costs.
