Summary of College Decisions
New agreements with market parties Kop van Isselt
The municipality has reached new agreements with market parties in Kop van Isselt regarding cooperation in the further development of the area. This gives the municipality more control over the development of Kop van Isselt. Recently, market developments, nitrogen issues, and grid congestion have affected progress. With the new agreements, the municipality has more opportunities to purchase land from current owners in the area. The lands are then resold to developers who can start residential construction. The new agreements form the starting point for further development and cooperation. Now that the agreements are final, the municipality begins the next phase in which several topics will be further elaborated. This includes an urban development plan clarifying the housing and work program, a public space design plan, and a visual quality plan guiding the areas appearance. Concrete, business agreements with market parties are also made. The college aims to start construction of the first phase in 2029. Whether this is feasible strongly depends on resolving grid congestion.
TAM zoning plan Netwerklaan 52
Greenroad Capital has developed a plan for Netwerklaan 52 in the renewed Hoefkwartier district. The office building remains. Ninety-three homes will be built, partly in a new residential tower and partly on top of the existing office. On April 15, 2025, the college adopted the Policy Note and the amended Implementation Proposal for Netwerklaan 52. To enable this development, the zoning plan must be amended. Between June 19 and July 30, 2025, the plan was available for inspection. One objection was received but did not lead to changes. The municipal council can now adopt the plan. Afterwards, it is possible to file objections.
Framework note Barchman Wuytierslaan 81
At Barchman Wuytierslaan 81, former city camping site, developer and landowner Esprit Projectontwikkeling wants to build two apartment buildings with approximately 73 homes. This is a mix of social housing, mid-segment, and free sector homes and contributes to Amersfoorts housing task. To enable housing construction, the zoning plan, formerly ‘Birkhoven Bokkeduinen’, must be amended. The first step is to determine housing requirements, outlined in the framework note. The college requests the municipal council to adopt these frameworks.
Financial administrative processing of preparation costs Kop van Isselt
New agreements have been made with landowners in Kop van Isselt about cooperation in area development. To transfer already incurred planning costs from the old cooperation method to the new one, it is necessary to record these correctly in the administration. The college asks the council to approve this.
Adoption of Sustainable Housing Loans
The municipality of Amersfoort wants to help residents make their homes more sustainable. Especially for fully gas-free homes, high investments are needed. Current subsidies and loans are insufficient for many homeowners. Therefore, the municipality will make sustainability loans available to support and stimulate home sustainability. This contributes to lower energy bills, more comfort, and a positive climate impact. The municipality allocates €3 million for these loans. The Sustainable Housing Loans are provided by SVn and available from March 15, 2026.
Repair decision (under article 619 Awb) regarding the ‘Chw zoning plan De Nieuwe Stad’
The college asks the municipal council to amend the zoning plan for De Nieuwe Stad on two points. This involves adding:
- a heat stress note and a rule establishing that green and shade provisions must be created and maintained in De Nieuwe Stad;
- a so-called cumulative test, assessing whether De Nieuwe Stad and simultaneous developments lead to significant environmental effects. The conclusion is negative, so no environmental impact report is required.
An appeal was filed against the zoning plan adopted by the municipal council on September 17, 2024. The amendments address parts of the appeal, hoping for a positive ruling by the Council of State. After a positive ruling, the plan can be executed, allowing about 850 homes and various work functions to be realized.
Housing Environment Program
After consultation with the municipal council, the college definitively adopted the Housing Environment Program. Based on council amendments, the program was adjusted on three points: the council decides on deviations from affordability rules in housing, land allocation also considers resident initiatives, and cooperation with housing corporations explores rental retention when seniors move to smaller homes. The program replaces the 2019 Housing Delta Plan. It addresses housing shortages and choices made. Emphasis is on adding affordable homes (social rent, mid-rent, affordable purchase), combining living and care, and strengthening neighborhoods through area-oriented housing policy. The municipality focuses on more variety, including care homes and senior housing, helping those with income or situation challenges find suitable homes.
First amendment ordinance fees 2026
On December 16, 2025, the municipal council adopted tax ordinances for 2026, including the fees ordinance 2026. The tariff table was amended to fix several purely editorial technical errors.
Adoption of amended terrace map Varkensmarkt
In July 2025, the college established terrace spaces on hospitality squares with scarce permits through the Hospitality and Terraces Program. At that time, no scarce rights applied to Varkensmarkt. This changed due to multiple hospitality businesses at the square. Therefore, the college reviewed the terrace plan with involved entrepreneurs, resulting in an increase of about 50 m2 to a total of 250 m2, without affecting greenery, accessibility, or the view of the artwork at Varkensmarkt.
