Summary of College Decisions

Memorandum of Principles amendment environmental plan Subarea 3

The municipality is amending the environmental plan by adding rules for the business parks (excluding Isselt) and highways. This is called the amendment of the Amersfoort environmental plan (Subarea 3). The added rules concern the design and use of the physical living environment specifically for the business parks and highways (excluding Isselt). These rules are based on the former zoning plan rules that applied here and are supplemented with rules arising from the Environmental Act and the changing system around environmental zoning of companies. Changes resulting from the Work Locations environmental program are also incorporated in the amendment of the environmental plan. This establishes the highways and businesses with their environmental space in the Amersfoort municipal environmental plan.

Consultation college Extension of appointment PwC as accountant municipality of Amersfoort

This proposal aims to continue the agreement with PwC. This ensures Amersfoort has an accountant for auditing the annual accounts for 2026 and 2027 and other tasks during that period.

Sports and exercise policy 2025 - 2031

With the Sports and Exercise Policy 2025 - 2031, we show what we want to achieve in the coming years in the field of sports and exercise. Together with other organizations and associations in the city, we want to ensure that more and more residents start and continue to be active. To achieve this, sufficient and good sports offerings are necessary. We will also ensure that public spaces are designed so that outdoor exercise, sports, and play are attractive for everyone. Furthermore, we know that sports and exercise are important means in preventing and partly remedying psychological and physical complaints. We want to ensure that this is increasingly utilized in the coming years.

Update Municipal Regulation Archive Eemland – making arrangements

The update of the Joint Regulation Archive Eemland ensures clear roles and responsibilities, guaranteeing the archives service in the future. As a region, we also identify innovations to make archives digitally available and to preserve and manage them sustainably for the future.

Regulation implementation and enforcement (Environmental Law) municipality of Amersfoort

The law states that the municipality must carry out permitting, supervision, and enforcement with sufficient quality. The municipal council monitors whether the college of mayor and aldermen meets this. By adopting the ‘Regulation implementation and enforcement municipality of Amersfoort 2025’, the council instructs the college to set goals for executing these tasks and to inform the council if the desired quality is not achieved.

Survey principles for the implementation program Participation and Getting By

Last year, the municipal council adopted the Implementation Program Participation and Getting By. This forms the basis for revising the Participation schemes. The principles of that program are trust, opportunities, freedom of choice, and participation for residents. The current schemes are valuable but fragmented and hard to find. The proposed revision reduces application and proof burdens, makes the system more understandable, increases autonomy, and broadens reach. In this survey, we gauge the proposal for revising the Participation schemes. This proposal also takes steps towards other actions from the Implementation Program, such as introducing a single method to apply for schemes, improving the findability of information about schemes and provisions, increasing the reach of schemes, and more freedom of choice for residents.

Amendment decision subsidy neighborhood activities by volunteers up to 2500 euros

Based on experiences from the first half year, the college adjusted the way the available budget is distributed across neighborhoods for 2026. This ensures the available budget to support residents initiatives is maximally used. Some substantive changes to the scheme were also made to better align it with residents needs.
