Summary of College Decisions 

Disclosure and Closure of Files 

The actions of the former Municipal Intervention Team (GIT) in 2015 ultimately led to the eviction of Mrs. Schroth by the housing corporation. Independent investigations by bureau BING and later by Mr. Gert-Jan Segers revealed that the municipality acted with good intentions but not adequately enough and paid too little attention to the personal consequences. The college has acknowledged its responsibility, apologized, and followed up on the recommendations.  

Development Proposal and Framework Note Plotterweg 38 in Hoefkwartier 

Greenroad Capital has created a new building plan for Plotterweg 38 in the new city district Hoefkwartier. The office building will be retained, and a residential building and parking garage will be constructed on the parking lot. The new construction includes 136 homes. This plan fits within the Hoefkwartier Development Framework 2024, which contains agreements that a development must meet. If the college approves the plan, the zoning of the location where homes are added can change from office to residential, making the construction possible. On April 10, 2025, the building plan was presented to the neighborhood during the Hoefcafé.  

Budget Amendment Following Task Mutations from the September Circular Municipal Fund 2025 and Specific Grants 2025 

Three times a year, the municipal fund is updated with changes in the national share in the so-called circulars. The May circular is linked to the Spring Memorandum of the government, the September circular is based on the Budget Memorandum, and in December, to close the current year, based on the Autumn Memorandum. These amounts change due to the growth of the Dutch economy or because municipalities receive additional tasks or no longer need to perform some tasks. The Council adjusts the municipal budget accordingly. 

Follow-up Process for Searching New AZC Locations 

The search for 550 new permanent places for asylum seeker reception is getting a new process. First, the municipality wants to engage more extensively with Amersfoort residents about the principles that a reception must meet. There will be city discussions, an online consultation, and individual conversations to allow everyone who wants to contribute to have their say. Based on these perspectives and the technical conditions that reception must meet, the municipal council will establish the principles. With these points, it can be reassessed which locations are suitable. Once that is done, the college will make a proposal on how and where to realize the reception, and the municipal council has the final decision.  

Principle Decision to Participate in New BRP Registration Facility in the Province of Utrecht 

There is a shortage of BRP registration facilities for status holders. For this, various municipalities in the province of Utrecht are seeking a solution on behalf of the Ministry of the Interior and Kingdom Relations (BZK). The Municipality of Amersfoort intends to join a regional facility (the BRP registration facilities Utrecht). 

Signing the Course Document Circular Doing, Regional Thinking 

Ten years of cooperation within the Alliance Circle Region Utrecht has made one thing clear: only together can we make the transition to a circular economy. The Alliance Circle Region Utrecht consists of a network of governments, entrepreneurs, knowledge institutions, and social partners. The Municipality of Amersfoort intends to sign the Course Document ‘Circular Thinking, Regional Doing!’ on November 7, 2025, together with dozens of other municipalities, the province of Utrecht, water boards, and social partners. The Course Document expresses the joint ambition of the Utrecht region and translates it into concrete actions. This means actively working on eight action lines: from circular procurement (MKI) and biobased insulation to repair, resident initiatives, and circular craft centers. By working together, we make circularity visible with concrete results, strengthen the network, and build a future-proof region. This way, the Municipality of Amersfoort gives lasting momentum to the circular economy.

Council Information Letter Annual Budget MetMaya 2025 and 2026 

More children and youth receive specialized help from MetMaya than previously estimated. Municipalities in the Amersfoort region are increasing the 2025 annual budget for MetMaya. For the Municipality of Amersfoort, this means that the estimated costs are expected to be €6 million higher than anticipated. This can be absorbed within the existing social domain budget. Total costs for youth care remain at a comparable level to 2023, the year before the start of MetMaya and thus the new approach to youth care in the region. For 2026, the annual budget (regional) for MetMaya has been set at €91.1 million based on current estimates including 2026 indexation. With these financial agreements, the region maintains additional specialized youth care available for children and youth who need it. 

Council Information Letter Progress New Access Road Vathorst 

The Municipality of Amersfoort is working together with the Municipality of Bunschoten, the province of Utrecht, and Rijkswaterstaat on a new road. This road connects Vathorst with the A1 near Bunschoten. This makes Vathorst more accessible and the new neighborhood Bovenduist well connected. Recently, work has been done on a revised design for the connection to the A1 and the N199. This was necessary due to new rules from Rijkswaterstaat. The new design is safer and ensures better traffic flow. The design differs from what is in the administrative agreement between Amersfoort and Bunschoten. Therefore, the municipal council of Bunschoten must first approve. In early November, a meeting will be organized to inform stakeholders about this.

The update of the Joint Regulation Archive Eemland ensures clear roles and responsibilities, thereby securing the archives service in the future. As a region, we also identify innovations to make archives digitally available and to preserve and manage them sustainably for the future.
