Summary of College Decisions

Decision on active disclosure WOO azc process - a memo will be provided

Municipality of Amersfoort actively discloses documents about the earlier search for reception locations for people applying for asylum in the Netherlands. These documents show how the process proceeded until September 2025 and how decisions were prepared. With this active disclosure, the municipality aims to be transparent about the formation of choices.

Subsidy scheme local journalism projects 2026 round 1

From February 26 to March 26, 2026, the first application round of the Subsidy scheme local journalism projects will take place. This subsidy enables journalistic projects or products that contribute to the professionalization and strengthening of journalism in Amersfoort. Journalists, media institutions, and media companies can apply. The total subsidy for 2026 is 20ac 60,600. If a substantial amount remains after the first round, the Municipality of Amersfoort considers a second round.

Letter Common Arrangements

Participating municipalities in common arrangements will face a worsening financial outlook in the coming years, partly due to declining income from the municipal fund. At the same time, costs rise in various areas, such as wages, materials, and procurement. Common arrangements perform an important public task on behalf of municipalities and use public funds. The execution of these common arrangements therefore requires efficient and effective use of resources. For this reason, the colleges of mayor and aldermen of 20 Utrecht municipalities have drafted a letter to the boards of the common arrangements requesting continued efforts to clarify possible structural savings.

The college agrees with this letter to the common arrangements. It requests discussing financial matters with the board of the common arrangements.

Report 2 location choice medium voltage space neighborhood approach

Together with Stedin, the municipality is working on finding locations in the city for new electricity cabinets (so-called medium voltage spaces). This is part of strengthening the power grid because electricity usage is increasing. Location assessment is based on technical requirements from Stedin and municipal guidelines. Adding extra functions in existing urban space is difficult. The chosen locations almost always affect the use, view, and spatial quality of the neighborhood.

Appointment member Restoration Architecture Municipal Advisory Committee Environmental Quality

The college proposes to the municipal council to appoint Mr. M. van Bleek for 3 years as a member of Restoration Architecture. The Advisory Committee Environmental Quality advises on applications for environmental activities related to construction and other aspects important for the spatial quality of the city. The committee consists of six members and the city architect. Appointments are for 3 years, with the possibility to extend once for another 3 years.

Multi-year agenda labor market region Amersfoort

The labor market region Amersfoort focuses in the coming years on a strong, inclusive labor market where everyone can participate to their ability. With the Work Center as a central desk, residents and employers have easy access to support in finding work, developing talent, and filling vacancies. Together with core partners—the seven municipalities (Amersfoort, Baarn, Bunschoten, Leusden, Nijkerk, Soest, and Woudenberg), UWV, vocational education Utrecht, employer and employee organizations, and SBB—we work on sustainable jobs for people with a distance to the labor market and facilitate Lifelong Learning. This ensures everyone in our region can use their talents and companies find the staff they need.

RIB status Amerena

Amerena faces several necessary technical adjustments in the coming period. The air handling system will be adapted to new national air quality standards for swimming pools, defects in hot water pipes will be resolved for safety and legionella prevention, cracks in the parking garage will be repaired, and the heating system will be renewed with sustainability and reliability in mind. Some of these works are completed or ongoing; others are still being developed and together form an investment possibly requiring additional financial coverage. Due to these ongoing projects, future energy and operating costs cannot yet be precisely determined. SRO can therefore only make a new offer for management and operation of Amerena at the earliest by the end of 2026.

RIB Evaluation purchase protection

In 2022, the Municipality of Amersfoort introduced purchase protection to prevent scarce, affordable owner-occupied homes (up to the current limit of 20ac 404,895) from being bought by investors for rental. Recent evaluation by research agency RIGO shows the intended three effects are visible in the market: the number of purchases by investors has dropped sharply, while the share of first-time buyers has increased in almost all Amersfoort neighborhoods. Although the objectives have been achieved, a direct causal link between purchase protection and these positive figures is difficult to prove. The housing market is strongly influenced by national developments such as rising interest rates, increased transfer tax for investors, and new national legislation (e.g., the Affordable Rent Act). These factors currently make investing in rental homes less profitable. Due to these changed circumstances and the ongoing national evaluation by the government, the college does not yet draw definitive conclusions about the future of the instrument. In 2026, when the results of the nationwide evaluation are known, the municipal council will receive a proposal on whether to continue purchase protection in Amersfoort.
