Summary of College Decisions
Guidelines for Integrating Electricity Supply
To ensure sufficient energy supply in the future, the energy network must be expanded. Stedin is placing so-called medium voltage rooms for this purpose. The guidelines established in April 2025 for the placement of these electricity houses in public spaces have been tightened in one aspect. Additionally, the municipality has now also established principles for placing medium voltage rooms when constructing homes or businesses. This ensures that project developers, the municipality, and Stedin know how to account for the placement of medium voltage rooms at an early stage. The standard is that medium voltage rooms are included in the project design and are located on the plot or on the development site. The guidelines describe when, as an exception, medium voltage rooms can be placed indoors or in public spaces.
Transformation Plan Digitalization and Data Availability in the Midden-Nederland Region
The municipalities in the Midden-Nederland region are working with partners in healthcare and the social domain on digitalization and data availability. These are complex issues. They have created a plan for this. The goal is for care and support providers to exchange information more quickly and reliably to effectively assist residents. To implement the Transformation Plan for digitalization and data availability, municipalities can request funding from the government through a Specific Grant (SPUK). The municipality of Utrecht represents the municipalities in the Midden-Nederland region in this collaboration and requests this grant from the government on their behalf. On behalf of the municipalities in the Eemland region, the Municipality of Amersfoort gives the municipality of Utrecht mandate for this.
Letter of Intent for Education for Newcomers and Granting of Incidental Subsidy
The Municipality of Amersfoort, the Eem Cooperation, and three school boards in primary education have made agreements about education for newcomers in Amersfoort. For example, it has been agreed that schools will strive to place newcomer children in a school within a month of their arrival in Amersfoort. They will also improve the quality of education by ensuring that multiple schools in the city are knowledgeable about education for newcomers. Thus, we help young newcomers in our city to grow up with opportunities.
Incidental Subsidy for the Animal Ambulance Foundation Amersfoort and Surroundings
The Animal Ambulance Foundation Amersfoort and surroundings receives an incidental subsidy from the Municipality of Amersfoort for refurbishing and purchasing new furniture for the visitor area of its location at Loes van Overeemlaan 8.
Extension of Cooperation Agreement for Job Hunting @ AZCs Municipality of Amersfoort
In the municipalities of Amersfoort, Leusden, Baarn, Bunschoten, Soest, Nijkerk, and Woudenberg, we want status holders and asylum seekers to participate in society more quickly. Therefore, we assist them earlier in finding work. Since March 2025, the municipalities have been collaborating with the COA. In this collaboration, a job hunter supports residents of the AZCs in Amersfoort two days a week. Because this approach yields good results, the collaboration with the COA is extended by six months. The goal during this period is to have conversations with at least 100 residents and to guide at least 40 people into work. For this pilot, it is necessary to exchange data. This is recorded in a cooperation agreement, which is now being extended.
Change in Ownership Situation of Canteens in Outdoor Sports Facilities
The college decides that for (re)construction of club buildings of outdoor sports facilities, full ownership by the municipality will be assumed, and the realization of (re)construction, including canteens, will be carried out at the expense and risk of the municipality. As a result, associations no longer need to raise financing for (re)construction of their canteen, and the municipality no longer guarantees that financing. This simplifies and streamlines the (re)construction process and gives the municipality more control over its real estate regarding outdoor sports facilities. Consequently, various sports associations can focus more on practicing their sport.
TAM Environmental Plan Nijkerkerstraat 27
Ham Invest Beheer B.V. has submitted an application on behalf of AutoHam to expand the industrial hall located at Nijkerkerstraat 27. In addition to the expansion, the residential building at Nijkerkerstraat 27 will also be demolished, and the house at Nijkerkerstraat 29 will serve as the new residential building. Since the plans conflict with the applicable environmental plan, a draft TAM environmental plan must be made available for six weeks, during which everyone has the opportunity to respond to the plan. In anticipation of the availability of the documents, the municipal council can indicate that it wishes to discuss the plan. For this reason, the college informs the municipal council via a council information letter. The municipal council must indicate within two weeks whether it wishes to make use of this. If this is not utilized, the plan will still go through the council for final approval.
