Summary of College Decisions
Construction of Neighborhood Hubs
Amersfoort is growing, which requires smart choices in mobility. More residents also means more traffic and pressure on space. In the Mobility Environmental Program, we focus on walking, cycling, public transport, and shared mobility. With neighborhood hubs, we bring shared cars, (cargo)bikes, and scooters close to home. This makes flexible transportation accessible and creates an attractive alternative to owning a car. It provides more space for greenery, reduces parking pressure, and keeps our city accessible. With the construction of the neighborhood hubs, we align with the phased implementation of paid parking. In this phase, 31 neighborhood hubs will be constructed starting in October. With the neighborhood hubs, Amersfoort opts for smart and shared transport in the area.
Subsidy Scheme for Promoting Preventive Support in After-School Care
With the subsidy scheme for promoting preventive support in after-school care, the municipality of Amersfoort aims to ensure that children can attend school and after-school care in their own neighborhood, even when they need extra care. The new subsidy scheme is valid from June 1, 2025, to December 31, 2026.
Dutch Intersex Declaration
Amersfoort signs the Dutch Intersex Declaration. With this, the municipality aims to raise societal awareness about intersex and draw attention to intersex residents of Amersfoort. Intersex individuals are born with bodies that differ from what we typically expect from male or female. You are intersex if you have physical characteristics of both. Research shows that this is the case for 1 in 90 people. We ensure greater visibility of these residents and work on preventing discrimination against them.
Consent to Establish the Environmental Service Utrecht and Appoint a Member of the General Board of the Environmental Service Utrecht
The two existing environmental services in the province of Utrecht are being merged into one Environmental Service, the Environmental Service Utrecht (ODU). By establishing the Joint Regulation Environmental Service Utrecht, this merger is arranged. The merged service operates more efficiently than two separate services, contributes to a healthy, safe, and sustainable living environment for residents and businesses. It also means that the services provided by the ODU are the same for all municipalities in the province of Utrecht.
Policy Intent to Limit Building Opportunities in the Environmental Plan Amersfoort, Temporary Part of the Zoning Plan Central City Area-South
The college of the mayor and aldermen decides to limit the existing extensive building opportunities in some areas of the Central City Area-South in the autumn of 2026. This will be done by adding pre-protection rules to the environmental plan.
Note of Starting Points for the TAM Environmental Plan Hoefpark and Surroundings
A part of the Network Lane in Hoefkwartier will become a green place where you can play, sit, and exercise: the Hoefpark. Because this change does not fit within the current environmental plan, the environmental plan must be adjusted. The college now establishes the starting points for this amendment of the environmental plan.
Research on Safety Feelings among LGBTQIA+ Residents of Amersfoort
Amersfoort is working towards being an inclusive city. The research on the safety of LGBTQIA+ residents of Amersfoort shows that 65 (59%) of the 110 surveyed LGBTQIA+ individuals in Amersfoort feel never or rarely unsafe. The other 45 interviewed (41%) feel sometimes or often unsafe in Amersfoort. We are working on the safety of the LGBTQIA+ community by creating more awareness, participating in Purple Friday in secondary schools, and increasing reporting willingness. Additionally, we conduct in-depth interviews with a portion of the participants in this research. We plan to repeat this research at Pride Amersfoort 2027.
Declaration of No Objection for Environmental Permit Horecapaviljoen at the Eem
An environmental permit has been requested for the construction of a horeca pavilion at the Eem. It concerns soft horeca with a closing time of 11:00 PM, with an emphasis on food and less on serving alcoholic beverages like a restaurant. To grant an environmental permit for the realization of a horeca pavilion, an extensive permit procedure is necessary. The plan does not fit within the zoning plan. Although some residents in the immediate vicinity think otherwise, the college believes that this plan fits well in this environment; at the Haven, opposite the Eemplein, and near existing restaurants at the Eem. Therefore, the college asks the municipal council for a so-called declaration of no objection to make this plan possible. After this decision, the college can grant the environmental permit. The environmental permit will then be re-exposed with accompanying documents for a period of 6 weeks. Interested parties will then have the opportunity to submit a complaint to the court in the middle of the Netherlands.
New Construction on the Monastery Grounds of Our Lady of Eem
The owners ABC Vastgoed and Plegt-Vos want to build approximately 124 new homes on the monastery complex Our Lady of Eem at Daam Fockemalaan 22 in Amersfoort (on plots 1 and 2). They have applied for an environmental permit for this. Because this construction plan does not fit within the current environmental plan, an extensive permit procedure is needed to deviate from the environmental plan. The college believes that the plan fits well in the environment and contributes to housing construction in Amersfoort. Therefore, the college asks the municipal council to make the plan possible and to issue a declaration of no objection.
If the council agrees, the following documents will be available for inspection for six weeks:
- the draft environmental permit,
- the draft declaration of no objection,
- and the spatial justification.
During this period, people can submit opinions. If there are no opinions, the declaration of no objection is definitive and the college grants the permit. If there are opinions, the college will discuss these with the municipal council and propose how to deal with them. The municipal council will then make a final decision on issuing the declaration of no objection, taking the opinions into account.
