More than two months of experience have now been gained with this new parking policy. Mobility Alderman Tyas Bijlholt: “Based on experiences and insights in the first neighborhoods and conversations with residents, shopkeepers, and other organizations in the city, the council has decided to implement several changes. This ensures the policy better aligns with daily practice in the city.” In the Parking Tax Regulation 2025-2026 adopted by the city council, rates have been adjusted and permit types added. These have been elaborated in policy rules that the council approved today.

Changes in the Parking Permit Issuance Decree

In addition to adding a transitional scheme GROP (No Right to Parking Permit), there are more changes, such as:

Extended times for business permits:

The business permit weekdays apply from January 1 Monday through Friday from 06:00 to 24:00 (previously until 19:00). This allows companies that also work evenings during the week to park without needing to apply for a more expensive 24/7 permit. The municipality monitors what this means for parking pressure after 7 PM in residential neighborhoods.

Helper permit for additional target groups

Emergency services with unmarked vehicles, such as police cars for supervision, and taxis for student and care transport under contract, can also apply for a helper permit. This permit is valid in all zones and has a lower rate.

Social permit for organizations from outside the city

Social institutions from outside Amersfoort or outside the permit area can now also apply for a permit. The condition is that they carry out activities in a permit zone and that these activities have a social purpose.

Market parking permit

From next year, holders of a stand permit can apply for a market parking permit.

  • Maximum 2 permits per stand
  • Only valid on the days the stand permit applies

This makes working at the market easier for mobile traders.

Visitor scheme for institutions

From next year, a visitor scheme for institutions will be introduced. It is intended for:

  • social and care institutions in the day card area
  • institutions in the entire regulated area that receive large groups of visitors

Institutions can register visitors at the normal rate, without restrictions on time or number of license plates. The costs are paid by the institution and can be settled afterwards if necessary.

Electric charging for plug-in hybrids

Owners of a plug-in hybrid car without the right to a parking permit can now apply for the electric charging permit. This helps people who cannot charge their car at home and encourages electric driving.

Adjustments

Besides the mentioned changes, various adjustments have already been made to the new parking policy based on insights from the first implementation phase. The municipality is taking extra time for the introduction of the next phases and clearer signage has been installed on the streets. Also, during the continuation of the paid parking implementation, the municipality continues to listen to signals from the city and makes adjustments where possible.
