The Amsterdam-Amstelland region will start a new person-centered approach called Safety and Care on January 1, 2026. This replaces the existing Top600 and Safe Alternative programs. The approach targets young people aged 12 to 30 involved in crime or serious nuisance and facing problems in multiple life areas.

Safety and Care is an intensive collaboration between the Safety and Care Action Center and various partners such as the Amstelland municipalities, police, Public Prosecution Service, probation service, Public Health Service, and care organizations. They are concerned about young people slipping into crime. Through coordination and cooperation, the partners aim to increase safety and improve the future prospects of these young people.

From Fixed Criteria to Tailored Approach

In Top600 and Safe Alternative, young people entered based on strict police criteria. Now partners can refer individuals. Experts then assess whether a joint approach is necessary and meaningful. Clear goals are set for each participant and evaluated periodically.

Flexible and Better Aligned with Youth’s World

The new method is flexible and better aligned with the world of young people. Through regular reassessment and room for customization, organizations can respond more quickly to changing situations. The focus is on behavioral change, breaking criminal patterns, and offering opportunities.

Not for Everyone

The approach is intended for young people who can benefit from help. Young people with an unconditional prison sentence of more than 2 years, a TBS or PIJ measure (Placement in a Juvenile Institution), or those illegally residing in the Netherlands cannot participate. Entry is only possible if the Data Processing Act for Cooperation (WGS) is complied with.

Growers in Drug Crime

The approach for Growers in Drug Crime remains but will fall under Safety and Care. This approach targets young people at risk of progressing into organized drug crime. Specific entry criteria and an assessment framework apply to this group.

Planning

From January 1, 2026, partners can register young people for the new approach. In the first half of 2026, all ongoing cases from Top600 and Safe Alternative will be reassessed to determine who will transition to Safety and Care.
