We have investigated whether it is feasible to move the terminal for sea cruises to the Westerhoofd in the Coenhaven. This appears possible but involves high costs and financial uncertainties. The Executive Board finds this undesirable. Therefore, we will further examine the option to stop sea cruises from 2035. The next executive board can then make a final decision on this.

Following a motion by D66 in the city council to end sea cruises in Amsterdam and to give the sea cruise terminal a new destination, several feasibility studies have taken place recently. Two scenarios emerged: relocating the sea cruise terminal to the Coenhaven, or completely stopping sea cruises.

Coenhaven only suitable location

In 2024, the executive board already decided to reduce the number of cruise ships allowed to dock in Amsterdam from 190 to 100 by 2026. And that the sea cruise terminal must leave the current location on the Veemkade by 2035. It was also agreed to investigate whether the terminal can be moved to the Coenhaven. Earlier research in the entire North Sea Canal area already showed that this is the only realistic alternative location.

High costs and uncertainties

Relocation to the Coenhaven is possible if started in time. This is expected to cost around 85 million euros. The revenues from relocation depend on how the former location on the Veemkade is redeveloped and what choices are made for the new location in the Coenhaven. Both costs and revenues are uncertain.

Stopping sea cruises

If we stop sea cruises, the municipality would lose about 46 million euros in revenues over 30 years from sources such as sea port fees and day tourist taxes. On the other hand, the Veemkade can be redeveloped in this scenario, retaining river cruise facilities. And the location in the Coenhaven can get a new destination. This would likely compensate for the lost income.

Pollution and tourist pressure

Relocation is possible, but the executive board finds it undesirable. Besides financial uncertainties, environmental concerns play a role. Sea cruises are very polluting. During sailing over the North Sea Canal and the IJ, large amounts of CO2, fine dust, nitrogen, and other harmful substances are emitted. Additionally, completely stopping sea cruises reduces the tourist pressure on the city.

Next executive board makes decision

In the coming months, we will further work out the consequences of stopping sea cruises. We do this together with the national government and other involved partners. After the municipal elections, the next executive board can make a final decision on this.
