The municipality has received two announcements for demonstrations taking place on Sunday, December 21, in the city center. One demonstration focuses on opposition to the digital identity card, asylum policy, and the current system. The other demonstration centers on tolerance, freedom, and equality.

The right to demonstrate is a fundamental right. In Apeldoorn, the municipality respects this right and is committed to ensuring demonstrations proceed in an orderly and safe manner, provided participants adhere to the stipulated conditions.

The organizer of the counter-demonstration has indicated a desire to demonstrate at the same location as the other group. Based on the Public Manifestations Act, the government is obliged to facilitate both demonstrations and counter-demonstrations. Because the counter-demonstration wants to be explicitly visible and audible, it has been decided to hold both demonstrations at the same location.

Stationsplein has been designated as the location for both demonstrations, from 1:30 PM to 3:30 PM. This location was chosen due to its central position, the available space for both groups, and other activities taking place in the city center that Sunday.

To ensure the demonstrations proceed safely and orderly, the municipality has set conditions for the organizers. In consultation with the police, preventive measures have also been taken. For example, temporary camera surveillance will be deployed at Stationsplein on Sunday, December 21; the railway tunnel and the NS station from Stationsplein will be less accessible than usual during the demonstrations; and the station area and city center are designated as a security risk area from 10:00 AM to 10:00 PM, meaning the police can conduct preventive searches of persons and vehicles in this area.
