The future shelter location in Heijenoord, in the former Klimmendaal building, will be fully utilized by the Central Agency for the Reception of Asylum Seekers (COA). From 2026, the site will accommodate up to 305 refugees, including 50 unaccompanied minor refugees.

This fits within the hospitable tradition of our city, where we generously accommodate refugees to the best of our ability and within the citys possibilities.”
Adjustment Due to Nitrogen Regulations
Originally, the plan was to accommodate both 220 COA refugees and 110 Ukrainian displaced persons at this location. However, nitrogen research shows that the necessary renovation for sheltering Ukrainian displaced persons is not possible within the applicable nitrogen regulations. The sheltering of COA refugees can proceed. Therefore, the plan has been adjusted and the entire building will be used by the COA.
Residents Evening
On Monday evening, January 19, 2026, the municipality will organize an information meeting at Wijkcentrum Bakermat for residents and interested parties from the neighborhood. During this evening, the final planning will be explained, there will be room to answer all questions, and the municipality will discuss what the neighborhood can and wants to mean for this shelter location.
