In the Green Metropolitan Region Arnhem-Nijmegen, 16 municipalities, the province of Gelderland, 3 water boards, and grid operator Liander collaborate on sustainable energy through a Regional Energy Strategy (RES). The RES outlines how our region transitions from fossil fuels to sustainable electricity and heat, and the infrastructure and storage needed.
The Energy System of the Future
In 2021, RES 1.0 was adopted. It set a joint target to generate 1.62 terawatt-hours (TWh) of sustainable electricity by 2030. Several wind and solar parks have since been realized or are in development.
The energy transition in the Netherlands requires a strong acceleration and broadening. RES 1.0 mainly focused on generating sustainable electricity with solar and wind parks and distributing residual heat. With RES 2.0, we take the next step: the energy system of the future. This integrates sustainable generation, heat supply, and infrastructure closely. We are moving towards an energy system where energy demand and supply are brought closer together. A decentralized energy system that helps us use electricity and heat more intelligently.

Responding to the Draft
Until January 14, 2025, you can respond to the Draft RES 2.0. Your response is called a public consultation. You can submit your consultation in two ways:
- By email: send your consultation to res@gmr.nl. Mention ‘Public Consultation RES 2.0’ and your municipality’s name.
- By mail: send a letter to the Green Metropolitan Region Arnhem-Nijmegen. Mention ‘Public Consultation RES 2.0’ and your municipality’s name:

What Happens with Your Response
All consultations are compiled and answered in a Response Report. After processing any changes, RES 2.0 including the environmental impact report will be adopted.
Online Information Meeting
On Monday, December 15, 2025 (from 7:30 PM), we will hold an online information meeting. During this meeting, we will inform you about the content of the Draft RES 2.0. Register for this meeting.
