The Municipality of Arnhem is expanding the Insulation Subsidy Arnhem from €1.5 million to €6.2 million. This means that instead of 700 homeowners, over 3000 can now benefit from the scheme to make their homes more sustainable. The scheme is also extended until January 1, 2031. The municipality actively targets homeowners facing energy poverty.
Cathelijne Bouwkamp, alderwoman for sustainability: “With a well-insulated house, the energy bill can be much lower. For households in energy poverty, this makes a big difference. With the Insulation Subsidy Arnhem, we can help people take that step. By broadening the scheme, we can now reach more Arnhem residents, and even help entire streets achieve sustainable homes. This way, many more people can contribute to the energy transition. House by house, street by street, and neighborhood by neighborhood.”
More homeowners eligible
The Insulation Subsidy Arnhem is for homeowners at risk of energy poverty. Since April 2025, they can use this subsidy to better insulate and ventilate their homes. They also receive advice and guidance. By adjusting the subsidy conditions now, more homeowners qualify. For example, the maximum number of square meters has been increased. Additionally, under certain conditions, such as for people in debt restructuring or holders of a Gelrepas, the maximum WOZ value is raised to €477,000.
The municipality also wants to encourage the use of biobased materials. This means insulation with sustainable materials. Therefore, the bonus credit for biobased insulation is increased from €300 to €600. In many cases, this means no cost difference for the resident between regular and biobased materials. Cathelijne Bouwkamp: “By increasing this bonus credit, more people choose sustainable, environmentally friendly, and healthier materials. And that is good for the climate and the future of Arnhem.”
Focused on homeowners in energy poverty
The municipality actively targets homeowners in or near energy poverty. To reach this group, the municipality invests in an intensive street approach and cooperation with partners. Energy coaches are also deployed to guide homeowners at every step. Initial subsidy grants show that good guidance and cooperation with residents in the street ensure more people use the Insulation Subsidy Arnhem.
Homes in a VvE (homeowners association) are currently excluded from the subsidy scheme. The municipality is investigating whether an extension or a similar subsidy scheme can support this group. These homeowners can currently apply to the Subsidy for Sustainability of Homeowners Associations.
