The Central Agency for the Reception of Asylum Seekers (COA) will provide accommodation for a period of 2 years for up to 212 people at the Novotel on Dr. Batenburglaan in Breda. These are status holders. Status holders are individuals who already have a residence permit and are allowed to stay in the Netherlands. The municipality will make agreements with the COA.
The group largely consists of family reunification: relatives who join their family and are waiting for a suitable home somewhere in the country. The status holders are supported by staff from the COA and Refugee Work. For medical care, they can go to the AZC on Heerbaan. Children will go to school in Breda. Since July 2024, 30 status holders have already been accommodated in the Novotel. From mid-July 2025, all hotel rooms will be phased in for accommodation. The emergency shelter for 212 status holders counts towards the task of the Distribution Act that Breda has received from the government.
Together with the neighborhood
Direct neighbors are informed and invited to an information meeting on Tuesday, July 1, 2025. The municipality will make clear agreements with the COA regarding safety and livability in and around the hotel. A management group will be established, including representatives of direct neighbors, COA, municipality, supervision and enforcement, and police. There will also be a phone number where the location is available 24/7 for direct neighbors.
Research into permanent accommodation locations has not yet yielded results
In October 2024, the college proposed 3 possible locations for structural asylum reception to the Commissioner of the King, as part of the regional plan Together we will tackle it. The goal was to make 2 of these locations suitable for the additional accommodation places as requested in the Distribution Act.
However, recent feasibility studies show that these 3 locations are currently unsuitable due to planning and external safety restrictions. Therefore, it is not possible to establish sustainable operational accommodation locations within the set period of the Distribution Act. The Commissioner of the King and the responsible Minister of Asylum and Migration will be informed about this.
