Municipality of Eindhoven offers more opportunities for subsidizing housing projects to make the realization of social rental homes feasible. Since October 2024, the municipality has a subsidy scheme ‘financial support for social housing’. It helps housing corporations to accelerate and actually leads to the realization of homes. Currently, 11 subsidy applications have been submitted for a financial contribution to approximately 800 homes.

Alderman Mieke Verhees: We continuously look for opportunities to stimulate housing construction. This scheme is successful. Therefore, we have decided to extend it by two years. Moreover, we broaden the possibilities so that we can stimulate the realization of even more homes.

Scheme adjusted

The subsidy scheme ‘financial support for social housing’ was created to support unprofitable projects of housing corporations. Initially only for the four housing corporations with which the municipality has performance agreements. However, there are more corporations in Eindhoven that contribute to the housing task. With the adjusted scheme, they can also apply for support in unfeasible business cases.

More possibilities

It is now also possible to provide subsidies for permanent student housing by housing corporations.

Housing projects are also financially supported under the Beethoven scheme. Co-financing from the municipality is a condition. The adjusted subsidy scheme also regulates co-financing for projects using the Beethoven scheme.

Finally, a hardship clause has been added to the adjusted subsidy scheme. When a project contributes to the realization of social homes but the subsidy scheme does not provide enough room, the college can decide otherwise.

Council must approve

The municipal council must still approve the budget amendment of 9.5 million euros. If the council agrees, corporations can use this financial support until December 31, 2027.

Customization

In addition to the mentioned subsidy schemes, there is also customization possible from Eindhoven Builds On. This applies to both regular housing projects and student housing. This can be financial but also policy-related. For example, by making different agreements about the type of homes or parking.
