Haarlem aims to be gas-free by 2040. The plans for this are outlined in the draft Heat Program 2026–2030. In the coming weeks, you can give your opinion on this concept.
The plans outline which neighborhoods we want to start working in first and what alternatives to gas we are considering for each neighborhood. These alternatives must be sustainable, affordable, and feasible.
This is how we will proceed
Based on the Heat Program, we will develop a neighborhood heat plan together with residents and other parties, such as housing corporations and the grid operator. The city council must approve this plan. Only then will it be determined when the neighborhood will go off gas and what alternative will be implemented. It will take at least 8 more years before the neighborhood is off gas. The chosen plan for the neighborhood is not mandatory. You are free to choose your own solution.

Councilor for Sustainability Robbert Berkhout: “The Heat Program provides direction and speed, but it does not mean that we will just start digging anywhere. With each neighborhood, we first create a well-thought-out neighborhood heat plan together, so that the approach fits the people and the homes. Residents will always have ample time, help, and support during the transition.”
Heating networks in multiple neighborhoods
For several neighborhoods in the city, a heating network is both the best fit and the cheapest solution for residents. To establish and manage these heating networks, we have set up a public heating company, owned by the municipality and the grid operator. This prevents high commercial rates.
How you can prepare
For some neighborhoods, it will take at least 5 years before the neighborhood heat plan is established. In the meantime, it pays off to insulate your home. This makes your house suitable for gas-free living with, for example, a heating network or heat pump. Insulation also lowers your energy bill. You can get free advice and subsidies for this. Also, VvEs, landlords, owners of monuments, and entrepreneurs receive support.
