12 youths aged 14 to 16 caused serious nuisance at Roerdompplein. They have therefore been fined. This is a sum of €1,000. This measure aims to stop the nuisance.

A group of about 15 youths caused nuisance in the neighborhood on Sunday, January 18, 2026. According to reports from residents, they set off fireworks, tried to set a trash bin on fire, and threw objects at residents. Residents said they felt scared and intimidated. The police arrived and detained 12 youths.

Prolonged nuisance

Mayor Jos Wienen: “Residents of Roerdompplein have been dealing with youth nuisance for almost 2 years. I have never experienced nuisance lasting so long and focused on one specific neighborhood, causing victims to experience nuisance almost every evening. This goes beyond all limits and is absolutely unacceptable. The bullying behavior cannot be addressed criminally. Therefore, I am now tackling it through administrative law. Youths causing nuisance receive an administrative fine. The fine of €1,000 will be collected as soon as nuisance occurs again in Haarlem. I hope this financial incentive will make the youths and their parents realize that the limit has been reached. 

An administrative fine means the municipality issues a warning with a fine attached. You only have to pay the fine if you break the rules again. If nuisance is caused again, the fine must be paid. This measure applies throughout the municipality of Haarlem and runs until January 30, 2029.

For some time, groups of youths have been causing problems around Roerdompplein. They make a lot of noise, talk back to residents, police, and enforcement officers, and vandalize things. They also throw eggs at houses and set off fireworks. Several conversations have taken place with the youths themselves, their parents, and people from the neighborhood.

Report nuisance

If you experience nuisance, you can report it to the enforcement control room via 023 511 49 50. The control room is reachable Monday to Saturday from 8:30 AM to 11:00 PM and Sunday from 1:00 PM to 9:15 PM. Outside these times and in case of serious nuisance, you can contact the police via 0900 88 44 and in emergencies via 112.
