The college of the mayor and aldermen of Haarlem has presented its plans for the coming years to the city council. According to the Program Budget 2026-2030, the city is in a strong financial position.
In 2026, the college expects a surplus of € 13.8 million. The current city council will leave a healthy financial situation behind in March 2026 for the new city council.
Investments
Haarlem will continue to invest in affordable housing, education, sports, and social facilities in the coming years.
In 2026, the construction of nearly 2,500 new homes will begin, and more than 1,000 homes will be delivered.
We are also working on sustainable transport: more 30 km/h streets, additional bicycle parking, and a new public transport hub at Haarlem Spaarnepoort.
There are also major investments coming for projects such as:
- A new building for the Frans Hals Museum
- Development of areas such as Oostpoort and Zuidwest
- A future-proof city hall
