What works should be maintained. Therefore, the Municipality of Haarlemmermeer continues the Step-up scheme. The Step-up scheme helps residents who need support to live independently. The scheme supports them in transitioning from an institution to their own rental home. Because the scheme clearly shows good results, it will continue indefinitely from 2026 onward.
From shelter to own home
The Step-up scheme is intended for residents with intellectual disabilities, psychiatric disorders, or addiction problems who can live independently with help. Through the scheme, they are offered a home with support at home.
In practice, this means: first a so-called triangular contract for two years between the resident, housing corporation Ymere, and a care provider. If things go well, the contract is then converted into a regular indefinite rental agreement.
Proven approach
Since 2019, 244 residents have obtained their own home thanks to the Step-up scheme. In 2025 (reference date November), this concerned 49 people. Currently, 31 residents are on the waiting list.
A recent milestone was that 17 residents moved to a new building complex of Ymere in Hyde Park. There they receive extra help to get used to the neighborhood. A community builder helps them connect with other residents and organize activities together.

More independence, less care
The Step-up scheme ensures that people are not dependent on heavy and costly care longer than necessary. At the same time, the scheme prevents residents from falling between the cracks. The municipality works together with Ymere, Stichting MeerWaarde, GGZ inGeest, and currently 21 care providers. It is also being considered whether other housing corporations can join in the future.
New cooperation agreement
The new cooperation agreement, effective January 1, 2026, is based on the existing agreements with two adjustments. The core of the Step-up scheme remains the same: good guidance, clear agreements, and perspective on a home in a regular neighborhood.
Looking ahead
The municipality will continue to monitor the Step-up scheme annually and report the results to the municipal council. This keeps visible what the scheme yields and where adjustments are needed. By continuing the Step-up scheme, Haarlemmermeer invests in what works: independent living with support, at the moment someone is ready for it.
