On February 25, 2025, the Maastricht city council approved the Integral Housing Plan for Secondary Education and Indoor Sports Facilities (IHP VO). This plan ensures modern and sustainable school buildings and sports facilities in our city. The final steps of an extensive policy development period have now been completed and implementation has begun.
Cooperation Agreement for the Implementation Phase
To properly implement the IHP VO, the Municipality of Maastricht and Stichting LVO have entered into a cooperation agreement. This agreement includes arrangements on financing, planning, and transfer of land and buildings. Together, we ensure that the (new) construction is completed within the agreed time and budget.
Independent Study on the Future-Proofing of Sint-Maartenscollege in Maastricht-West Completed
Following a motion in the city council, an independent study was conducted. It shows that the school at the new location is future-proof. The main conclusions from the study:
- The number of students remains stable or even grows.
- The Meuse River does not pose a barrier to school choice. Parents mainly consider atmosphere, accessibility, and progression opportunities.
- New construction and sports facilities make the school more attractive and strengthen the neighborhood.
Attention is requested for accessibility, traffic safety, and clear communication. Investments are being made in safe cycling routes and good public transport.
We Have Already Started
The project group for Porta Mosana College has completed the requirements plan for the new school building, and for the new Sint-Maartenscollege and sports hall, we have started selecting the architect based on the established requirements plan. The next step for the three construction projects is the selection of project management.
At the Eenhoornsingel location, two projects will be developed: the new Sint-Maartenscollege and the Belfort sports hall. Because both buildings are adjacent and share facilities, it is important that the design and construction are well coordinated. Therefore, the municipality and Stichting LVO intend to delegate construction management to one external party, HEVO. This is called risk-bearing project management.
This form of project management has not been previously applied by the Municipality of Maastricht and Stichting LVO. The delivery of both schools and the sports hall is scheduled for August 2028.
Preparations for the sports hall in Maastricht-East have also started. It is scheduled for delivery in August 2027 / 2028 (depending on the parking arrangement).
Integral Housing Plan for Secondary Education (IHP VO) and Indoor Sports Facilities
Projects to be addressed at a later stage:
2028-2031 | New construction on the site at Bemelerweg and Bemelergrubbe for the new school for VMBO and HAVO including secondary special education (approximately 1350 students); 2027-2029 | Expansion on the site and improvement of the building at Nijverheidsweg for Bernard Lievegoed College for VMBO basic/framework/TL, HAVO and VWO (approximately 1200 students).
The IHP VO also includes a concrete proposal for the IvOO diploma line (secondary special education) of Stichting MosaLira. This school will receive a new building next to the new school for VMBO-HAVO at Bemelergrubbe. This also fulfills our educational vision for inclusive education. Temporary accommodation is planned for NOVO College.
Furthermore, the housing plan mentions the possibility for Terra Nigra Practical Education to move to Bemelerweg/Bemelergrubbe in the future.
