The Maastricht city council approved the proposal to adjust the starter loan during the council meeting on December 16. From January 1, the maximum purchase price of a home will increase from 280,000 euros to 345,000 euros. The maximum loan amount remains 56,000 euros. Johan Pas, alderman for Housing, Education, Welfare and Student City, states: Starters can now afford a larger part of the housing supply and therefore have a better position in the housing market.

What is a starter loan? 

The starter loan is a helping hand for people buying their first home. The loan is a second mortgage and complements the regular mortgage. The amount can bridge the gap between the price of the home and the maximum possible regular mortgage. For the first 3 years of the starter loan, you pay no interest or repayment. Only after 3 years, when your income has sufficiently increased, will you start paying interest and repayment. Extra repayment of the starter loan is always possible without penalty. When selling the home, the remaining debt is paid off in full immediately.

Applications can be submitted under the old rules until January 1, 2026. Applications submitted from January 1, 2026, fall under the new rules.
