In Rotterdam, a zero-emission zone (ZE-zone) for commercial vans and trucks has been in effect since January 1, 2025. From July 1, 2025, drivers of vehicles that do not meet the ZE-zone requirements will receive a fine.
The ZE-zone is an area in the city, within the ring, where all commercial vans and trucks must be emission-free. Emission-free driving means driving electric or using hydrogen. To give entrepreneurs a chance to adapt, the municipality is implementing the zone in phases. In recent months, commercial vans and trucks that violated the rules received a warning.
This period is now over. From July 1, 2025, the municipality will start enforcing. This means that from then on, you can receive a fine if you do not meet the requirements. The fine for vans is 120 euros. For trucks, the fine is 310 euros.
Why a zero-emission zone?
Vans and trucks are major contributors to polluted air and CO2 emissions. The municipality is implementing the ZE-zone to improve air quality, the climate, and the accessibility of the city. A ZE-zone will also be introduced in 28 other cities.
Rotterdam already had 2 environmental zones for polluting trucks. The Environmental Zone City of Rotterdam has merged into the ZE-zone; the Environmental Zone Maasvlakte will remain.
Difference between environmental zone and zero-emission zone
A ZE-zone and an environmental zone are both intended to improve air quality and reduce emissions in cities. However, a zero-emission zone applies to all vans and trucks, while an environmental zone in Rotterdam only applies to trucks. Check your license plate
Are you a business owner with a van or truck? Then do the license plate check. Link opens an external page to see if your vehicle is allowed in the zone. It may be that you do not have access to the ZE-zone with your vehicle because it has a too low emission class. The municipality is happy to help you and can advise you for free about electric or other transportation. Or when applying for an exemption.
