The new Spring Memorandum states that the city is on track. Much has already been done, but there is still work to be done. The municipality opts for clear plans, with money for new housing, safer neighborhoods, and a social city where everyone can participate. The city remains financially healthy.
Rotterdam is growing. And the Municipality of Rotterdam is looking ahead. Therefore, investments are made not only in the center but also in the neighborhoods and village centers. This includes:
- 10 million euros for renovating Pernisserpark, the village center of Rozenburg, and the beach boulevard of Hoek van Holland.
- 13 million euros for a renovated metro and bus station at Zuidplein.
- Extra funds for housing construction in Rotterdam-South, to build houses faster.
- A study on how the municipality and the national government can work together to combat subsidence in Bloemhof.
Additionally, more parking spaces will be added at the P+R locations Meijersplein and Kralingse Zoom.
Making neighborhoods safer and more pleasant
Everyone wants to feel safe in their own neighborhood. Therefore, the municipality invests 1.9 million euros in improving neighborhoods that need it most. In Tarwewijk, IJsselmonde, and Beverwaard, there will be extra attention to tackling nuisance, increasing social control, and creating safer spots on the street.
The shelter for homeless migrants on Volkelstraat will remain open until the end of 2026. The municipality wants to help these people respectfully while ensuring that there is minimal nuisance and that the neighborhood remains livable.
A city where everyone can participate
Rotterdam works on equal opportunities and wants everyone to be able to participate in the city. Therefore, there is funding for:
• People who have difficulty managing their affairs digitally.
• Toddlers from low-income families so they can attend daycare.
• The BeTheFuture project, which helps first-year students find their way in the city.
• Accessible care, specifically for people with dementia.
• Poverty alleviation and debt assistance – those budgets will remain stable.
Status holders will receive quicker assistance in finding work or training. There will also be a higher discount for seniors on the Rotterdampas.
Healthy finances, no extra burdens
The municipality keeps a close eye on expenditures. Despite high costs and inflation, municipal taxes remain the same. Only the usual price increases will be implemented. The municipality aims to have a balanced budget in 2026, as previously agreed in the coalition agreement.
Continuing with the energy transition
The national plans for natural gas-free are still unclear. Nevertheless, Rotterdam does not wait. The city continues to work on sustainable energy, for example in Merwehaven, where heat and cold storage is being developed. This reduces the load on the electricity grid and allows the energy transition to continue in areas where it is most needed.
Clear choices, strong city
The municipality looks realistically at the future. Rotterdam continues to build. Not with grand promises, but with clear choices and plans that work. The foundation has been laid. The city remains in motion – for the residents of now and the future.

The plans for our city and the costs for these plans are summarized in an overview, which always takes place in the autumn and is called a budget.
Every spring, an update of the budget is made; do the planned costs still hold, have any new plans been added? And what do these adjustments mean for the following year? Do plans and costs need to be adjusted? The money can only be spent once. This update is called the Spring Memorandum.
