At least 25,000 new homes will be added to the city in the coming years. This is urgently needed due to a severe housing shortage. All these new residents cannot park on the street because there is insufficient space for more parked cars. Therefore, residents of the new homes must primarily park in new parking garages.  

If developers have to build these, the costs add to the housing projects, making many new homes unaffordable. Therefore, earlier this year, the municipal council decided that the municipality itself will build and operate parking garages in four major area developments: Tilburg North, Kenniskwartier, Stappegoor, and the city center (including Spoorzone and Piushaven). This step is necessary to enable housing construction.  

Paid Parking

The municipal council has now decided to introduce a light form of paid parking in the immediate vicinity of these new parking garages for residents and visitors. This contributes to the operation of the new garages. It is also necessary to prevent new residents from parking on the street instead of in the garages, where current residents have been parking for years. This way, the municipality prevents parking nuisance in neighborhoods with many new homes.

In areas where paid parking already applies, roughly within the Ring Roads, rates will increase slightly both on the street and in municipal parking garages. Together with contributions from the national government, this results in a balanced parking operation.

Alderman Rik Grashoff (Parking): “This parking strategy is crucial for the next 15 years to realize the much-needed housing construction. We will provide the necessary parking spaces for these new homes in nearby parking garages: there is no space on the street, and we choose a pleasant green design there. With the new parking strategy, we have succeeded in building many homes while keeping parking affordable at very reasonable rates for permit holders and motorists.”

From 2027

Most new parking rates will apply from January 1, 2027. Paid parking in neighborhoods where it does not yet apply will be gradually introduced alongside the delivery of homes and garages. Prior to this, the municipality will consult stakeholders (such as residents and entrepreneurs in the respective neighborhoods) about accessibility, traffic safety, and the boundaries of the paid parking area.

Background

If developers have to build these garages, the costs add to the price of new homes, making them unaffordable.  

Therefore, on March 31, 2025, the municipal council decided that the municipality will build and operate these garages itself. This makes it easier for developers to secure financing for homes and accelerates housing construction. On November 24, 2025, the council decided on the applicable rates.

Parking in municipal garages city center

From January 1, 2027, the hourly rate for visitors to the city center municipal parking garages on weekends will increase from 3.50 euros to 3.75 euros. Payment is per 50 euro cents.

Rates in areas where paid parking already applies

From January 1, 2027, new resident subscriptions for municipal parking garages in the city center (including Spoorzone and Piushaven area) will cost 110 euros per month. The 5+2 subscription will cost 20 euros per month, the same as a resident permit on the street. Rates for current garage subscribers will not change.  

In other areas within the Ring Roads where paid parking already applies, a resident permit on the street will cost from January 1, 2027:  

  • 6 euros per month for the first car
  • 12 euros per month for the second car
  • 24 euros per month for the third car

In these neighborhoods, a seven-day business permit will cost 16 euros per month for the first car and 24 euros for the second car. A five-day business permit will cost 15 euros per month.

Rates in Kenniskwartier, Tilburg North, and Stappegoor

In these new areas, a resident permit on the street will cost:

  • 3 euros per month for the first car
  • 6 euros per month for the second car
  • 12 euros per month for the third car

Residents of new social rental homes will pay 10 euros per month for a subscription in a new garage. Residents of other new homes will also park in the new garages and pay 30 euros per month.  

For entrepreneurs, a business permit on the street will cost 10 euros per month. There is no distinction between a five-day or seven-day permit. A business subscription in a new parking garage will cost 5 euros per month and 30 cents per hour during paid times.  

In Stappegoor, from January 1, 2027, associations and social organizations can use a special volunteer scheme: volunteers can park for 10 euros per year. The number of volunteers who can park simultaneously depends on the size of the association. If this works well, such a scheme will also apply in other areas.  

Paid parking outside the ring roads for visitors

Outside the ring roads, paid parking will apply in the expansion areas from Monday to Saturday from 11:00 to 21:00. Visitors must register at a machine or via the app. The first half hour is free, then 50 cents per 15 minutes with a maximum of 10 euros per day. These rates apply both on the street and in the new parking garages.  

Additionally, an attractive visitor scheme will be introduced for residents of the areas. Their visitors can park up to 600 hours per year for 20 cents per hour. For people requiring informal care, this amount is increased to 1,200 hours per year. This is the same visitor scheme as in the rest of Tilburg.

Neighborhood shopping centers

No decision has yet been made on rates at neighborhood shopping centers outside the ring roads. In the coming six months, a choice will be made in consultation with all stakeholders of these shopping centers.  

Parking regulations

These rates are a start. The municipal council sets the parking rates annually in the parking regulations. The final rates may still change.

We will use 2026 to further coordinate the introduction of paid parking with residents, entrepreneurs, and other stakeholders. More information will follow as soon as the planning of the parking garages is clear.
