Residents of Utrecht can apply for a scrappage subsidy for old diesel passenger cars with emission classes 0 through 4. The subsidy is part of the expansion of the environmental zone to the municipal boundaries as of January 1, 2027, aiming for healthier air in the city.
Residents with a diesel passenger car in emission classes 0, 1, 2, 3, or 4 can apply for the subsidy via the digital portal of the Municipality of Utrecht.
The subsidy is available for the first six months (January to July 1, 2026) to U-pass holders, students, low-income households (income up to 150% of the social minimum, including self-employed persons), and holders of a disabled parking permit. From July 1, 2026, all residents of Utrecht can apply for the subsidy as long as the budget is available.

The subsidy amounts range from €500 to €3,000, depending on the emission class of the car and the applicant’s situation. The car must be scrapped at a recognized ARN dismantling company, ensuring sustainable processing and maximum reuse of materials. This way, the most polluting cars disappear from traffic and the air in Utrecht becomes cleaner.
