The municipality of Utrecht wins the European Capitals of Inclusion and Diversity Award. The municipality received the award on Tuesday, April 29 in Brussels. According to the jury, Utrecht demonstrates leadership in social equality, involves communities in the city extensively in its plans, and also works towards an inclusive and diverse municipal organization.
Linda Voortman (Alderman for Diversity and Inclusion): “Utrecht is actively working towards a city where everyone feels welcome, regardless of origin, gender, sexual orientation, faith, disability, or socioeconomic position. I am proud that Utrecht shows in word and deed that every resident counts. In short: Utrecht lives inclusion. Not as a buzzword, but as a deeply rooted value. Of course, Utrecht is not perfect, there are still many things we can improve. Winning this award is a tremendous honor and a stimulus to continue our commitment to inclusion in these sometimes harsh times.”
Inclusion in and with the city
Utrecht was the first Dutch Human Rights City and has been a Rainbow municipality for years. With the note Inclusion and Diversity 2024-2033, the municipality is working towards an inclusive city that stands for equality, justice, and human rights. This policy is visible in various themes, such as its own personnel policy, labor market, and education, but also in spatial development regarding accessibility.
The municipality structurally involves residents in developing policies around inclusion. For example, in the City Caravan, residents of different beliefs work together to combat exclusion, the municipality has various partnerships with social organizations that represent minority groups, and there is a grant to promote inclusion. Utrecht has also appointed the first Dutch city’s human rights ambassador. Through the Utrecht Diverse & Inclusive knowledge platform, employers in the city are encouraged to be more inclusive and we provide them with actionable insights.
The municipality is actively committed to the protection and visibility of LGBTQI+ persons. There is support for queer youth, safe meeting places, and collaboration with schools for an inclusive learning environment.
Inclusion Under Pressure
Inclusion is under pressure nationwide, also in Utrecht. The number of reports of discrimination has risen sharply in recent years. Utrecht residents indicate they feel increasingly unsafe and are confronted with discrimination on the street, at school, and in the labor market. Additionally, they notice that the current polarization in societal and political debates deeply affects them and strengthens their feeling of not belonging, which further increases the distance between groups in the city. A strong commitment to diversity and inclusion is therefore necessary.
European Capitals of Inclusion and Diversity Award
The European Capitals of Inclusion and Diversity Award is an annual prize from the European Commission, aimed at honoring cities, municipalities, and regions in Europe that actively work towards equality, inclusion, and diversity. It is about concrete actions — not just nice words, but real actions that improve peoples lives.
