The municipal executive of Utrecht proposes to postpone the introduction of paid parking in block 2 by six months: from May 1, 2026, to November 1, 2026. An independent study shows that the parking management system (PMS) is reliable, but improvements are needed to prevent long-term risks.

The introduction of block 1 will still go ahead in November 2025. The municipality of Utrecht is focusing extra on support: residents and entrepreneurs will receive more information and guidance, for example through additional open meetings and help with permits and the parking app. This ensures that the introduction in block 1 proceeds carefully.

“Digitalization takes time and demands a lot from residents and entrepreneurs. Therefore, we take this half-year to improve the system and services: making the Visitor Pays function user-friendly, better aligning the parking app with residents, and implementing improvements to ensure the system remains reliable. In the meantime, we are helping residents in block 1 with extra meetings and support. This makes it step by step easier and more reliable,” said Senna Maatoug, alderman for Mobility.

The postponement means that some neighborhoods in block 2 will experience parking pressure for longer. This is unfortunate but necessary to introduce paid parking responsibly and with good service. The overall schedule will not be delayed: the development of new areas and the construction of homes can continue as planned.
