Housing cooperative Hommeldorp can proceed with plans for construction at Chisinaustraat in Leidsche Rijn. The plot has space for between twenty and forty homes, plus shared space. The project consists of at least 75% rent within social or mid-level rent; 25% may be higher rent. The plot in Leidsche Rijn is the first plot that the municipality of Utrecht allocates to a housing cooperative; from now on, two plots per year will follow.

Housing cooperatives are an extremely valuable addition to Utrecht housing construction. The homes not only perfectly match the wishes of future residents; in addition, building and living together creates a strong community feeling, construction is done without profit motive, and affordability is secured long term.”
Housing cooperatives interested in building on the plot in Leidsche Rijn could register in 2025 via the CrowdBuilding website. Four groups did so. They were then allowed to present their vision for the plot. Hommeldorps vision scored the most points and is thus the provisional winner of this phase. Provisional, because from Monday, January 26, a 20-calendar-day objection period runs. After this phase, Hommeldorp may definitively proceed to the next phase, in which they will further develop their plan. If this plan is approved, the option agreement can be signed in summer 2026.
The three housing cooperatives that do not proceed to the next phase will be eligible again for new plots. After this first plot – a pilot with which the municipality of Utrecht gains experience – the plan is to allocate two plots per year to housing cooperatives, where residents can jointly build a substantial number of homes. The Implementation Program Housing Cooperatives (2024) endorses the importance of this.
