The municipality of Utrecht postpones the implementation of the new access policy for freight and delivery vehicles in the city center from January 1, 2026, to May 1, 2026. This allows extra time to discuss concerns and suggestions with entrepreneurs, transporters, and residents.

The new access policy aims to make the city center more livable, safer, and cleaner. The rules should contribute to the protection of vulnerable heritage in the area, provide more space for cyclists and pedestrians, and improve air quality and traffic congestion.

Responses from the City
Since the announcement in July 2025, dozens of responses have been collected from residents, entrepreneurs, and industry organizations through street conversations, meetings, and online surveys. Many responses support the principles of the policy, but there are also concerns about its feasibility.
For instance, there are warnings about insufficient time to comply with the new rules, limited accessibility for heavy traffic (>7.5 tons), and uncertainty about exemption rules and stricter time windows.

Councillor Eva Oosters (Environment and Emission-Free Transport): “We see broad support for a car-free and sustainable city center, but also concerns about the practical consequences. We take those signals seriously. With the extra time, we want to work together with entrepreneurs and other stakeholders to find workable solutions.”

It is being investigated whether the currently proposed exemption policy can be improved or expanded, so that the transition to the new rules goes smoothly.

Next Steps
The discussions with involved parties will continue in the coming weeks. It is expected that by the end of November, it will be clear which adjustments will be made, after which the final decision on traffic measures is expected in early 2026. Entrepreneurs can then apply for exemptions.
