MARK, the tallest residential building in Utrecht, is taking shape. BPD Development, Koopmans Construction Group, J.P. van Eesteren and the intended buyers BPD Housing Fund and Cazas Wonen will start early 2026 with a final design for this special new construction project with over 1,000 homes, 2,600 m² gross floor area of commercial space and 3,200 m² of social facilities.

MARK is a large-scale project; it consists of 3 towers of 60, 90 and 135 meters high and 4 low-rise blocks, one of which will also include care facilities. There will be a green square, hospitality, workplaces and small shops. This vertical, iconic village offers a home to about 1,500 to 2,000 home seekers in the private sector, social and middle rent. There will also be life-course resistant homes. Some residents will live higher than the Dom Tower; MARK is the only exception to the principle that in Utrecht no building may be higher than the Dom Tower.

The project is part of the Utrecht Approach, in which the municipality takes measures to keep housing production at a steady level. By deviating from the Utrecht Mid-Rent Action Plan and aligning with the Affordable Rent Act, the project has become feasible. The council decided positively on this on July 10, 2025. It is expected that the final design for the construction plan will start early 2026. With the connection of developer BPD Development, the signed letter of intent with the Rabobank Housing Fund for 40% of the housing program and the cooperation agreement signed with STUW corporation Cazas Wonen for the entire social program, major steps have been taken towards the intended start of construction in 2027. The first residents are expected to live in MARK from 2030 onwards.

The goal of the preliminary design is to set up the entire housing program, including commercial functions, social facilities and the parking garage, in a coherent and realistic way. At the same time, this phase makes the total costs and revenues of the project transparent. The preliminary design for MARK is in the final phase. The expectation is that the elaboration of the final design will start early 2026.
