Results that Matter

Finance Alderman Paul Guldemond: “In recent years, we have built together with the city on broad prosperity: with investments in livability, equal opportunities, housing, green spaces, and a sustainable future. In the upcoming budget, we will continue to build on this. We invest in affordable housing, livable neighborhoods, and with an eye on the people in the city.

Some concrete results and choices: 

  • The Oldenelerpark will be renovated after the planned dike reinforcement, so that residents of Zwolle-Zuid can continue to enjoy a green and safe environment.
  • The livability in Stadshagen and Westenholte will receive an extra boost. Together with residents, youth, and social partners, measures will be developed, for example, to improve meeting places, play and sports facilities, and to support residents initiatives 
  • No rent increase for municipal indoor sports halls, so that sports clubs can continue to receive their members without additional costs.
  • Waste collection fees will decrease, thanks to the success of the pricing incentive for waste separation. Zwolle residents have been much better at separating waste since 2023, leading to lower incineration costs. 

Housing Top Priority

In recent years, there has been a strong focus on accelerating housing production – and successfully. More homes have been built, faster than before, and with an eye on affordability and quality. To continue building in the coming years, it is essential to maintain control over urban developments. Therefore, the council invests in infrastructure, accessibility, and facilities, so that new residential areas truly become livable neighborhoods. A tangible example is the Passerelle over the railway, which was recently festively opened. This sustainable wooden bridge connects the city center and the historic inner city with the south side of the station – and thus with the new urban district that is to be developed in the Spoorzone.  

For the coming years, the redesign of the Middenweg is planned, and the intersection of Commissarislaan-IJsselcentraleweg will also be adjusted. 

Looking Ahead with Confidence

The council looks beyond 2026. Money is being reserved for the new construction of the Meander College and a new community center in the Aa-landen. Savings are also being started for the celebration of 800 years of city rights in 2030, when Zwolle will be the host city for the international Hanseatic Days. In addition, investments will be made in: 

  • Sustainability of municipal buildings
  • Green projects that contribute to biodiversity
  • Neighborhood initiatives to make neighborhoods gas-free, such as in Hogenkamp. 

Responsible Financial Policy

Although Zwolle is relatively well off financially, the council remains alert to uncertainties in national funding. By working more efficiently and critically reviewing existing activities, there remains room for future investments in educational housing, energy transition, and the social domain. 

Together with the City

In recent years, a city has been built where everyone can participate. From strengthening the social foundation to supporting informal caregivers, from promoting the circular economy to investing in culture and encounters. This budget reflects that commitment – and is an invitation to the city to continue building together.
