Village Plan as Basis for Next Steps
Review: Village Plan Adopted (February 2025)
The Village Plan was created together with Wijthmen through conversations, sketch sessions, and meetings. Several working groups also provided input. It shows what the village finds important: from traffic safety to housing, and from landscape to facilities.
Starting Note: From Thinking to Doing
The Municipality of Zwolle has recently examined what is needed for a strong and future-proof Wijthmen. This builds on previous work done around new construction and the rerouting of the N35. The goal remains a village where people can live comfortably and where there is enough space for facilities and a well-designed environment.
To make this possible, the municipal executive has approved a starting note to further develop the plans for Wijthmen. Although the municipal council still needs to make a decision, we are sharing the plans now to inform residents. There is a budget to start, but not to tackle everything at once. Therefore, the municipality will work together with residents and other stakeholders to determine what is feasible, which choices are necessary, and how the work will be divided over different phases.
Two Main Components
The starting note focuses on two major components:
1. The Future Map of Wijthmen (Spatial Framework)
To ensure that all future developments fit the villages wishes, a plan for the villages layout (spatial framework) is being prepared. This is a translation of the Village Plan into a map for the future. It includes, among other things:
- Where new homes can be built
- Where green and play areas will be created
- How infrastructure and traffic flows will run
The future map will be the basis for assessing all new ideas and initiatives, ensuring that new plans fit within the village vision.
2. The Rerouting of the Kroesenallee
The rerouting of the Kroesenallee has been ongoing since 2010. Safety and traffic flow are the main reasons to now undertake this project. In 2026, the municipality will work on a complete spatial and financial plan. The process includes, among other things:
- Discussions with directly affected residents and participation with Wijthmen inhabitants
- Decision-making by the municipal council
- Adjusting the zoning plan and purchasing land
At the same time, attention is given to the redesign of Oude Heinoseweg, the current Kroesenallee, and Erfgenamenweg to further improve livability and traffic safety.
Participation in 2026
Early 2026, the municipality will organize a broad information and participation meeting. Residents will receive an official invitation.
Other Ongoing Developments in and Around Wijthmen
Besides the village plan, several separate developments are underway in and around Wijthmen that contribute to the villages future. These projects align with Wijthmens ambitions and will be included in the future map. At Erfgenamenweg, a plan is being developed where living, care, and nature come together. In Het Buyten, a new residential neighborhood is gradually being realized, with homes expected to be completed by the end of 2026. The construction of entrances and exits is also planned for 2026. The area development for Herfte and plans around Kulturhus De Elshof are also included to ensure all developments align well.
Alderman Gerdien Rots: In recent years, residents of Wijthmen have shown great involvement in the future of their environment. We greatly appreciate that. With this next step, we want to concretely continue working together on a future-proof Wijthmen. We do this step by step, with attention to what is possible and feasible. Residents remain an indispensable partner for us: their ideas, concerns, and local knowledge help make the right choices for the future.
In Conclusion
Wijthmen is in full development. The municipality is working step by step, together with residents, initiators, and professionals. The municipality continues to communicate clearly about what is possible, what choices have been made, and how the process is progressing.
