What is the hearing about?
The hearing concerns the decision by the Minister of Infrastructure and Water Management to amend the Schiphol Airport Traffic Decision. This decision regulates, among other things, that the number of aircraft movements at Schiphol is capped at 478,000 per year as of November 1, 2025, with a maximum of 27,000 at night. Sixteen parties have appealed this decision to the Administrative Jurisdiction Division, including seven airlines and interest groups, as well as local residents, the municipalities of Oegstgeest, Amsterdam, and Uithoorn, and various foundations and associations such as MOB, SchipholWatch, and the Platform for Aircraft Noise Amsterdam. They have raised various objections against the decision. Some of these objections have prompted the Administrative Jurisdiction Division to hold a management hearing. Today, they want to discuss with the objectors whether:
- the minister is authorized to make the airport traffic decision in this form
- a so-called appropriate assessment and an environmental impact report should have been made first, and
- whether all objectors have standing in the Schiphol Airport Traffic Decision.
Follow-up
After the management hearing, the Administrative Jurisdiction Division will assess whether it can issue an interim or final ruling and/or whether a new hearing is necessary to discuss the remaining objections.
