Today (Friday, January 23, 2026), the Council of Ministers approved the proposal by Minister Rijkaart of the Ministry of the Interior and Kingdom Relations, in agreement with State Secretary Rutte of Justice and Security, to nominate them for appointment.
Their appointments will take effect on April 1, 2026.
Willem van Boom
Willem van Boom (56 years old) has been a professor of civil law at Radboud University Nijmegen since 2022. Previously, he was a professor of civil law at Leiden University and a professor of private law at Erasmus University and Tilburg University. Willem van Boom studied law at the University of Amsterdam and obtained his PhD at Tilburg University in 1999.
Erwin Muller
Erwin Muller (61 years old) has been a professor of Safety and Law at Leiden University since 2000. He is currently also vice-rector for Organizational Development at the Executive Board and director of the The Hague Campus of Leiden University. Previously, he was vice-chairman of the Dutch Safety Board, dean of the Faculty of Governance and Global Affairs, and member of the Council for Public Administration. Erwin Muller studied public administration and law and obtained his PhD at Leiden University in 1994.
Advisory Division
The Advisory Division is an independent advisor to the government and parliament on legislation and governance. It also independently supervises the European budgetary rules. Furthermore, the Advisory Division assesses the governments climate policy based on the Climate Act. The Advisory Division currently consists of fourteen councillors. Vice-president Thom de Graaf is chairman of the Advisory Division.
