The new House of Representatives debates on Thursday, 13 November, the report of scout Wouter Koolmees. He handed over his report to Speaker Martin Bosma on Tuesday, 11 November. The House will be installed on Wednesday, 12 November. 

Koolmees received his assignment on Tuesday, 4 November, after the party leaders had appointed him as scout. The task of a scout is to ask the newly elected factions which possible coalitions they envision. 

House Debate 

In the debate on the scouts report, the new House of Representatives appoints one or more informateurs. Koolmees is present at this debate. With the appointment of an informateur, the next phase of cabinet formation begins. The task of the informateur is to investigate, based on the assignment from the House, which parties can form a coalition. The informateur therefore holds talks with the factions and guides the negotiations. He or she can also invite other persons for a conversation, for example representatives of social organizations or planning agencies.
