For the implementation of the asylum measures from the Coalition Agreement, a structural €115 million is available, such as:
- Introduction of the European Migration Pact, which aims to contribute to reducing the inflow to Europe and the Netherlands.
- Implementation of the Asylum Emergency Measures Act, including the abolition of permanent residence permits.
- Introduction of the dual-status system, with stricter conditions for family members joining.
- Expansion of detention capacity for foreigners.
- Entry into force of the Return and Immigration Detention Act, which regulates among other things a longer detention period and stricter return obligations.
Agreements with non-EU countries
To manage the inflow to the Netherlands and Europe and promote return, the cabinet is working on strategic migration partnerships. The emphasis is on combating human trafficking, agreements on return, border control, and innovative solutions such as return hubs. For this purpose, an amount is allocated that increases to €118 million per year by 2029, in cooperation with the Ministry of Foreign Trade and Development Cooperation.
Ukraine
Finally, the cabinet focuses on the self-sufficiency of displaced persons from Ukraine, for example by supporting them in finding work and learning the Dutch language. Voluntary return is also encouraged as soon as possible.
