This document provides Ukrainians with certainty about their stay in the Netherlands and allows them to continue contributing to society. With this document, displaced persons receive the same rights and obligations as Dutch citizens, such as paying rent or contributing to healthcare costs. Ukrainians can obtain health insurance and pursue education. We will further develop how these rights, obligations, and provisions related to the transit document will be implemented in the coming period. Municipalities, the Immigration and Naturalisation Service (IND), and other implementers are important partners in this process.

Return Program

With the long-term plan, the government focuses on voluntary return. The Netherlands is developing a return program aligned with the reconstruction of Ukraine. The Netherlands offers practical assistance to those who want to return in arranging travel documents and transportation. In anticipation of the return program, the Repatriation and Departure Service provides support.

Flexible Target Group Scheme

The government is consolidating several schemes related to funding for reception. The scheme applies to various target groups, such as status holders, displaced Ukrainians, and emergency seekers. To support municipalities in realizing units for these groups, the government has substantively developed and finalized a flexible target group reception scheme in coordination with the Association of Netherlands Municipalities (VNG), aiming to implement it by May 1, 2026. In coordination with the VNG, points from the implementation scan have been incorporated where possible, and it has been agreed to monitor the schemes implementation and evaluate it after one year.
