Mr. Duggins succeeds Ms. M.C. van der Sluijs-Plantz, who held this position until April of this year. He was born in Sint Eustatius and currently serves as the Secretary-General of the Ombudsman Bureau of Sint Maarten. He has extensive experience in both the public sector of Sint Maarten and the private sector.

The Advisory Division of the Council of State of the Kingdom consists of the members of the Advisory Division of the Council of State plus the three members appointed by the countries Aruba, Curaçao, and Sint Maarten.
