The subsidy scheme (measure 29) is intended for the insulation of all homes in Groningen and certain areas in North Drenthe. This ensures sufficient insulation to switch to sustainable heating systems such as heat pumps. The scheme has been drawn up in collaboration with municipalities, corporations, and the government and has been tested by the parties involved.
Homeowners in the reinforcement area with an income up to 140% of the social minimum can receive a 100% subsidy. This also applies to homes in neighborhoods where the majority falls under the reinforcement operation, plus €1,000 for additional costs. For other homes and private landlords, there is a 50% subsidy. Replacing window frames and roofs is not covered by the scheme; however, bio-based materials are.
Landlords can also apply for a 50% subsidy for insulation and ventilation measures without rent increase as a result of improvements.
