The government has been working since 2021 on a new version of Digipoort to create a future-proof facility with legitimate contracts, lower management costs, and less dependence on suppliers.
The Advisory College for ICT Assessment (AcICT) states in a report published today that the reconstruction is unnecessarily complex, the manageability of the program is insufficient, and the chance of further overruns in time and money is significant. AcICT advises to (temporarily) put the Herbouw Digipoort program on hold to consider alternative routes.
Investigations
The Secretary of State has taken AcICTs advice seriously. Additional investigations have been conducted by independent agencies (KPMG and SIG). Important stakeholders such as the Tax Authority and UWV have also been consulted. After careful consideration of costs, risks, and the consequences of halting, it has been decided to continue the program under control and to take additional measures for better management. The cost study by KPMG shows that the new Digipoort is an affordable and cost-effective replacement for the old Digipoort. The new Digipoort is technically maintainable and is flexible and scalable. This results in lower management and operational costs and better service for businesses.
Measures
The Secretary of State is taking additional measures to better manage costs and control. To mitigate risks, financial insight and guidance from the ministry will be further strengthened. Work is also being accelerated on a future plan for data exchange within the government. The House will receive an update on the progress of the reconstruction of Digipoort in a collective letter by the end of 2025, unless there is earlier reason to inform.
