This provides a clearer picture of where external deployment takes place within the Dutch government and where personnel shortages occur. The dashboard is available from today at https://dashboards.rijksoverheid.nl. This follows the so-called Roemer norm, agreed in 2010, which states that expenditures on external hiring may not exceed 10% of total personnel expenses. In recent years, this norm has been exceeded, and the cabinet aims to reduce external hiring in the coming period.

The dashboard is updated twice a year, reflecting the status as of July 1 and December 31.

Interim status first half of 2025

The dashboard currently shows the interim status for the first half of 2025, with the reference date of July 1, 2025. The government-wide hiring remains above the Roemer norm. This is partly due to scarce expertise in areas such as ICT. Within BZK/VRO, less was hired this year, but due to the departmental reallocation from Herstel Groningen to BZK, the total hiring percentage as of July 1 remains almost the same.

The current dashboard is an interim status. In the annual reports of the departments, published in May, there will be reporting on total expenditures on external hiring and explanations if the norm is exceeded. The government-wide overview of external hiring will be included in the Annual Report on Government Operations and also in the new dashboard.

Responsibility of departments

Reducing external hiring is the responsibility of the departments themselves. They assess whether external deployment is necessary in specific cases for task execution and service delivery. The data in the dashboard has been provided by all departments.
