To ensure that governments in the EU become more independent in their use of cloud technologies, the EU must take various actions. The non-paper calls for the development of a clear definition of cloud sovereignty, more opportunities to manage sovereignty in the guidelines for European procurement, and the promotion of the use of open applications and standards. Additionally, it is proposed to develop a framework at the European level that can help governments make informed choices regarding the use of public cloud services. Furthermore, it is important that adequate funding opportunities are made available for the development and use of these technologies.
Alignment with EU Proposals and NDS
The non-paper aligns with the announced proposals from the European Commission in the field of cloud: the recommendation EU-wide cloud policy for public administrations and procurement and the legislative proposal Cloud and AI Development Act. Both proposals are expected in early 2026. Additionally, it aligns with the ambitions of the NDS, where the national government, municipalities, provinces, water boards, and implementing organizations collaborate on a safe and reliable digital government.
