With this additional support from the cabinet, an amount of approximately € 1.3 billion is involved. The Dutch economy is resilient. At the same time, the cabinet realizes that the coming period may still be difficult for certain businesses and workers. Therefore, the cabinet is making several adjustments to the support package in the fourth quarter.

TVL scheme fourth quarter 2021

All entrepreneurs who expect at least 30% loss of turnover in the fourth quarter of 2021 compared to the fourth quarter of 2019 or the first quarter of 2020 and also meet the other conditions can apply for a TVL subsidy as compensation for their fixed business costs as soon as possible. The subsidy is calculated based on the turnover loss, a percentage of fixed costs of the sector, and a fixed subsidy percentage of 85%. The scheme is also accessible for those who have not previously used the TVL scheme. The scheme is implemented by the Netherlands Enterprise Agency (RVO). The exact opening is pending approval from the European Commission. The cabinet allocates an additional € 1.2 billion for this scheme.

Agricultural scheme for uncovered fixed costs

The scheme for Agricultural Uncovered Fixed Costs (OVK) remains available for agricultural companies, so they can expect the same support as non-agricultural companies.

Support for events

No unseated events may take place from November 13 to December 4, 2021. Events that can take place may only occur until 6:00 PM. In addition, there is a maximum capacity of 1250 visitors per space.

For events that the government prohibits due to corona, the Temporary Regulation Subsidy Events COVID-19 (TRSEC) runs until December 31, 2021. The new coronavirus measures create significant uncertainty for this sector, which often deals with long lead and investment times. Since the event ban has come into effect almost immediately, the subsidy percentage is increased to 100%, as also occurred during the summer period. The cabinet reserves an additional € 10 million for this.

The Additional Compensation for Events (ATE) – which applies to events that fall outside the TRSEC – will be extended throughout 2021 as long as there is a ban on events. The ATE also provides for 100% reimbursement of costs. The cabinet reserves an additional € 5 million for this scheme, which is still being worked out.

Support for the cultural sector

For cultural institutions affected by the new coronavirus measures, the cabinet is extending the supplementary scheme at the Performing Arts Fund from a reimbursement of 25% to a maximum of 55% of the tickets of the total regular capacity per performance. The scheme is also open for performances with seating. For this, the cabinet additionally makes € 16.5 million available. More information will be provided by the Performing Arts Fund. Depending on their revenue losses, some cultural enterprises may also be eligible for the aforementioned TVL scheme for the fourth quarter of 2021.

Support for the sports sector

No spectators are allowed at sports activities. For professional sports events, the cabinet makes a maximum of € 36 million available to compensate for income from ticket sales and to compensate season ticket holders for the period from November 13 to December 4. The amount of compensation will depend on the nature and capacity of the respective sector or organization. This concerns both competitive matches and individual sports events. For providers of amateur sports, a maximum of € 5 million is available to compensate for damages incurred during this period. The Secretary of State for Health, Welfare, and Sport is working out these regulations in collaboration with the sports sector.
